issue displaying flash in IE 6 when run locally

Hi,

I am facing the issue with one of the client.

I have created a simple flash file and exported it with HTML.
If he open the swf file it is displayed but if viewed using html it is not
displayed. It shows a graphic icon like flash plugin is missing, I provided him
the online link of HTML which works fine.

Have anyone faced this problem before and if so what is the issue.

Flash player exported for 6 AS 1.0
Flash player installed > 9
Browser IE6
OS Windows XP

I have tested the files at my end on 4-5 PC but everything work fine. There is
no code or anything simple flash file embedded in HTML. Flash 8 is used as
authoring environment
