A Photoshop image is a bitmap, and it will depend on the resolution of the bitmap as to the quality. I suspect you have a 72 ppi image and are looking at it in a larger size.

You can change the properties of the file in Flash, you may want to save your
file in photoshop as a PNG which will give it a transparent background, also
unless you need this for print 300 ppi may be too much, I would go with 72 ppi
since that is screen resolution generally. right click the image in your
library and go to the properties option, change the compression to lossless PNG
and allow smoothing. Sometimes that works.
