Since you are using a version of IE that's 2 versions behind the latest, it
could be a bug with IE6. Do you know anyone else using IE6 that could test it?
What AS version are you using? Do you have any components in your flash file
that the preloader is trying to load? Components will throw off the preloader
because they have to load before any artwork (your preloader in this case) is
even initiated (unless you choose to have components load in a different frame
other than the first frame - but even then I haven't tested how that would
affect a preloader).
How is your preloader scripted? There could be a problem (or a better way to
do it) that doesn't freak out IE6. Can you copy and paste your preloader into a
new flash document and upload? Either that or provide your flash file.
