Either way you look at it, you will have a slight learning curve to any
software that you chose. You will need to do some configuration for the setup
and spend a little time reading up on it. I do not know from my experience any
software that you can just install and be "good to go" as bug tracking software
that I have seen whether it be OS such as Bugzilla
(http://en.wikipedia.org/wiki/Bugzilla) or COTS such as IBM ClearQuest.

Note you will need to install supporting software such as for Bugzilla, you
will need to install Tomcat and MySQL. The nice thing is that all the software
that you need to support Bugzilla tracking software is that all of it is open
source and wont cost you a penny.
